Mishima opened the meeting with a brief overview of Tokyo Tech. In turn, Vice Rector Serrano introduced the University of Salamanca and described some of its research programs.

In addition, Serrano stated that the University of Salamanca influenced the establishment of many universities in Latin America. Consequently, the university enjoys strong bonds with its Latin American counterparts. Serrano also noted that the university's Spanish language programs are highly regarded internationally and bring about 10,000 international students a year to Salamanca for language instruction.

Rector Ruipérez proposed student and researcher exchanges as a vehicle for further collaboration with Tokyo Tech, commenting that he hoped to further expand the University of Salamanca's cooperation with Japanese universities.
