Haruo Minatoya has been executive vice president for administration and secretary-general since May 2022.
Minatoya joined the Ministry of Education, Science, Sports and Culture soon after he graduated from Waseda University with a degree in political science in 1987. He was director of administration at the Mie Prefectural Board of Education from 1995 to 1997.
Upon his return to the ministry, Minatoya became deputy director of the Elementary and Secondary Education Bureau's Lower Secondary School Division, and then deputy director of the Higher Education Bureau's Planning Division.
After the present Ministry of Education, Culture, Sports, Science and Technology (MEXT) was formed in 2001, Minatoya became director of the Office for Legal Affairs, General Affairs Division at the Minister's Secretariat. He took over as deputy director of the division in 2003. Minatoya had brief stints as inspector for schools and chief university reform director at the Higher Education Bureau in 2004, after which he spent one year as a fellow at the National Science Foundation in the US. He returned to Japan and became planning officer and chief education reform officer at the Minister's Secretariat in 2005, and then led the Gender Equality Learning Division at the Lifelong Learning Policy Bureau from 2007 to 2008.
From 2008 to 2011, Minatoya was director of the Administration Department at the Japan Society for the Promotion of Science. From 2011 to 2013, he was director at the Traditional Culture Division, Cultural Properties Department, Agency for Cultural Affairs, and concurrently a counsellor at the Cabinet Secretariat. From 2013 to 2015, Minatoya served as vice president of the National Center for Teacher Development. He then became deputy director-general of the National Institute for Educational Policy Research.
Before his current position at Tokyo Tech, Minatoya was vice president at Japan's National Institution for Academic Degrees and Quality Enhancement of Higher Education.
