This is a scholarship for the students who are final year of doctoral program and cannot graduate due to COVID-19 within the standard years for graduation regardless of his/her own will.
(e.g.Due to COVID-19, experiment or field research could not be done as planned etc.)

In addition, this is for the privately financed international students who will expect to receive a doctor’s degree in March 2023.
