1. General Prospectus

SDGs Global Leadership Program is newly established in JFY 2019 that offers participants an opportunity to study the respective academic fields in Master's or Doctoral degree courses at Japanese graduate schools, and to deepen the understanding of Japanese development experiences.

Through this program, participants will gain a deep understanding of Japan, so that they may use this knowledge to contribute to the development of home countries. Also, it is expected that participants will play a significant role as a leader in the respective fields after their return, fostering a long lasting bilateral relationship between each respective country and Japan.

The objectives of the program is to develop high level human resources who would contribute to appropriate policy decision and its implementation for tackling political and developmental issues in respective fields and to establish and maintain mid and long term good relations between the target countries and Japan.

The program consists of the acceptance of scholars from 97 countries including 9 from Southeast Asia (Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippine, Thailand, Timor-Leste and Vietnam), 14 countries from Pacific region (Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu), 6 countries from South Asia (Bangladesh, Bhutan, Maldives, Nepal, Pakistan, Sri Lanka), 3 from East and Central Asia (Mongolia, Tajikistan, Georgia), 15 from Latin America (Jamaica, Ecuador, El Salvador, Dominican Republic, Honduras, Mexico, Dominica, Guatemala, Cuba, Belize, Chile, Peru, Costa Rica, Brazil, Paraguay), 1 from Middle East (Iran), 49 from Africa.

Officially dispatched students under the program will enroll in Tokyo Institute of Technology (Tokyo Tech) as Research Students in the Research Student Program starting from September 2020.

Participants who pass the entrance examination for April 2021 will be eligible to enroll in Tokyo Tech's Master's degree or Doctoral degree Program. Those who do not pass the entrance examination must return to their home countries.

Standard Timetable at Tokyo Tech

September 2020 - March 2021 (Research students, 6 months)

Degree-seeking students

Master's students: April 2021 - March 2023 (2 years)

Doctoral students: April 2021 - March 2024 (3 years)

3. Qualifications and JICA Financial Support

Individuals must satisfy eligibility requirements of both JICA and Tokyo Tech. For eligibility requirements by JICA, please refer to JICA website of your home country. For eligibility by Tokyo Tech, please refer to the following.

Tokyo Tech Eligibility Requirements to apply for Research Students:

Individuals must satisfy either of the following criteria:

1.
He or she must be a graduate of a university or college, or is expecting to graduate before enrollment at Tokyo Tech.
2.
He or she is recognized by Tokyo Tech as having academic abilities equal to that of university or college graduates.
3.
Individuals should not be registered as a student at any other university or college at the expected time of enrollment as a Research Student.

Scholarship Benefits and Stipend:

Scholarship recipients will be provided a monthly stipend of 146,000 JPY (as Research Student). This stipend is subject to change as specified by the regulations of the JICA SDGs Global Leadership program. The monthly stipend will not be paid to those who take a leave of absence or is long absent from Tokyo Tech. The term of scholarship is from October 2020 to March 2021 as a Research Student (the monthly stipend will not be provided for September 2020).

4. Application Procedures

Please follow the following three steps of application procedures.

1st step: Selection procedures at JICA office of your home country (through November 2019)

Applicants are required to submit necessary documents to JICA overseas office and go through the selection process. For those applicants who select Tokyo Tech as no. 1 choice, the applicants must first find and contact your prospective academic supervisor. Additionally, at this step, all applicants may contact prospective academic supervisor to verify your specialization and preferred research field. To find prospective academic supervisor, please refer to "1. Finding an Academic Supervisor" below for details.

2nd step: Matching Procedures at Tokyo Tech (from mid-December 2020 - early January 2021)

The applicants who passed the 1st step can proceed to the "Matching" procedures at Tokyo Tech. At this step, the selected applicants may undergo an initial interview by our faculty members, including your prospective academic supervisor. The selected applicants may be asked to submit necessary documents at this step required by Tokyo Tech, which may include the following: Official Academic transcripts, Certificate of Graduation or Expected Graduation, Research plan or Research Status Sheet, English proficiency test scores, and Evaluation sheet with Recommendation Letter from a Supervisor, Head of Department, etc. of the last university attended. Please refer to "2. Documents to be Submitted" below for the detail of these documents.

3rd step: Applying for Tokyo Tech (March 2 - April 1, 2020)

After 1st and 2nd steps, final candidates are selected. At this step, final candidates are required to officially apply for Tokyo Tech by submitting the completed application documents to Tokyo Tech, no later than the application deadline of April 1, 2020, by registered mail, courier service or a similar service. Please refer to "2. Documents to be Submitted" and "3. Submission of Application Documents" below for details. Notification of the results will be announced in July 2020 by JICA.

1. Finding an Academic Supervisor

To find prospective academic supervisor, the applicant is required to communicate directly with his/her prospective academic supervisor at Tokyo Tech via email and provide a self-introductory statement and a letter of intent for his/her period of study at Tokyo Tech.

For further information on our faculty members, please refer to the Organization chartPDF to choose a suitable prospective academic supervisor based on your specialization and preferred research field. Contact the specific faculty member directly and obtain his or her consent (use the researcher database site, STAR Search (Researcher's Database)outer on Tokyo Tech's web site.

Once accepted at 2nd step above, the applicant must request that his/her academic supervisor write a "Letter of Acceptance". The academic supervisor must fill out the form and directly submit it to the International Student Exchange Division by January 9, 2020. The "Letter of Acceptance" will serve as one of the applicant's documents to be considered during the application screening process in 3rd step.

Official Academic Transcripts

Summary of Thesis (free format)
Applicants who have not written a formal thesis are requested to submit the details of research he/she conducted at his/her home university.

English Proficiency Test Score Report (original, no photocopies)

Applicants are required to submit an English proficiency test score report from TOEFL-iBT, TOEFL-PBT, TOEIC or the IELTS Academic Module taken on or after April 2, 2018. Score reports from the Institutional Testing Program of TOEFL or TOEIC (TOEFL-ITP, TOEIC-IP), TOEIC S&W, and other proficiency tests not specifically listed above will not be accepted.

Applicants can request that ETS or the British Council send an official score report directly to Tokyo Tech, ensuring that it reaches the International Student Exchange Division by the designated deadline. Tokyo Tech's institutional code number for TOEFL is "0215".

Applicants who have been awarded an undergraduate and/or graduate degree* from an institution where all instruction was in English may not be required to submit English proficiency test scores. Such applicants should consult their prospective academic supervisor prior to submission of the application form to verify that they are exempt from this requirement. Whether or not an applicant needs to provide an English proficiency test score report will be determined by the academic supervisor's department, and the requirement is not automatically waived.

* Undergraduate and graduate degrees should be equivalent to the Japanese educational definitions of undergraduate, or master's degrees.

3. Submission of Application Documents

  • 1. These documents must be written in either Japanese or English. A document written in any other language must be attached with a Japanese or English translation.
  • 2. Tokyo Tech will not accept any documents received after the stated deadline or any incomplete applications.
  • 3. Tokyo Tech cannot respond to any inquiries regarding receipt of individual application documents. The applicant is responsible for the tracking and receipt of all materials. Tokyo Tech strongly encourages sending the documents by registered mail, courier service or a similar service that provides tracking numbers and receipt verification services.
  • 4. Submitted documents will not be returned under any circumstances. Tokyo Tech will not provide photocopies of the submitted documents. Please keep a copy of all documents for personal reference. In the event that a document cannot be re-issued, please submit a certified copy instead.
  • 5. Admission may be withdrawn at any time, even after enrollment, if the application documents are found to be invalid or containing any false information.

4. Notification of the Application Results

In July 2020, notification of the results will be announced by JICA.
