[Library] APC discounts for open access publication in Elsevier and IEEE

Tokyo Institute of Technology entered into open access agreements which cover access to e-journals and open access publishing fee, or article processing charge (APC), with Elsevier and IEEE.

These agreements, went into effect on January 1, 2024, enable Tokyo Tech authors to receive a fee discount for open access publication of their articles in those publishers' journals.
