[Library] Possibility of the library closure due to the typhoon (8/16)

The Ookayama Library and the Suzukakedai Library may be closed depending on
conditions on Friday, August 16 due to the approach of Typhoon No. 7.
If the libraries are closed or change library hours, we will announce on our X and Tokyo
Tech Current Students Announcements.
