Yoshiaki Ishida has been executive vice president for administration and secretary-general since April 2024.
Ishida joined the Ministry of Education, Science, Sports and Culture after earning his Bachelor of Laws degree from Kyoto University in 1999. In 2003, he became unit chief at the Office for Higher Education Policy within the present Ministry of Education, Culture, Sports, Science and Technology (MEXT), which was formed in 2001.
From 2004 to 2007, Ishida served at the Division of Higher Education, Education Sector within the United Nations Educational, Scientific and Cultural Organization. From 2007 to 2008, he was deputy director of the Traditional Culture Division at the Agency for Cultural Affairs. Ishida was also director of lifelong learning at the Okayama Prefectural Board of Education from 2008 to 2010 before returning to MEXT to serve at both the Sports and Youth Bureau and the Higher Education Bureau.
Ishida became First Secretary of the Permanent Mission of Japan to the International Organizations in Geneva in 2013. In 2016, he returned to Japan to take the position of deputy director at MEXT’s Higher Education Policy Planning Division, and then director of the General Affairs Division in the Minister's Secretariat.
Ishida was director of the Office for International Copyrights, Copyright Division at the Agency for Cultural Affairs from 2018 to 2020. Before joining Tokyo Tech, he returned to MEXT once more, becoming director of international strategic planning at the Office of the Director-General for International Affairs, then director of the International Education Division at the Education Policy Bureau, and lastly, director of the Special Support Education Division within the Elementary and Secondary Education Bureau.
Ishida earned his master’s degree in policy studies from the National Graduate Institute for Policy Studies in March 2024.
